The City Council of Proctor is comprised of the Mayor and four councilors. City Council meetings are held on the 1st and 3rd Mondays of each month (unless that Monday is a Holiday, then the meeting is moved to Tuesday).

Philip Larson is serving the first year of his first term as Mayor of Proctor. Larson also serves on the Proctor Public Utility Commission and Proctor Economic Development Authority. Mayor Larson is a lifelong resident of Proctor and enjoys spending time with his family.

Gary Nowak is serving his first term as City Councilor. Nowak also serves on Liquor Control Committee; Parks & Recreation Committee; Golf Advisory Board. Gary is a 13 year resident of Proctor and graduate of Proctor High.
